Preamble
The Oracle/PLSQL ROUND function returns a date rounded to a specific unit.
Oracle/PLSQL syntax of the ROUND function (for dates)
ROUND( date_id, [ format_id ] )
Parameters and function arguments
- date_id – date for rounding.
- format_id – the unit of measurement used for rounding. If the format parameter is omitted, ROUND rounds to the nearest day.
The acceptable format parameters are shown below:

Year | SYYYY, YYYY, YEAR, SYEAR, YYY, YY, Y | Rounds out until July 1. |

Quarter | Q |
Rounds up to the 16th of the second month of the quarter.

Week | WW | Same day of the week as the first day of the year. |

The ROUND function can be used in the following versions of Oracle/PLSQL
Oracle 12c, Oracle 11g, Oracle 10g, Oracle 9i, Oracle 8i

SELECT ROUND(TO_DATE ('31.07.2014'), 'YEAR') FROM DUAL;
--Result: 01.01.2015
SELECT ROUND(TO_DATE ('31.07.2014'), 'Q') FROM DUAL;
--Result: 01.07.2014
SELECT ROUND(TO_DATE ('31.07.2014'), 'MONTH') FROM DUAL;
--Result: 01.08.2014
SELECT ROUND(TO_DATE ('31.07.2014'), 'DDD') FROM DUAL;
--Result: 31.07.2014
SELECT ROUND(TO_DATE ('31.07.2014'), 'DAY') FROM DUAL;
--Result: 28.07.2014
